First off, YouTube should not be considered the same as TV. YouTube is completely unregulated, meaning anyone can upload a video called “Kids TV show” then load it with inappropriate material.

Over 300 hours of footage is uploaded to YouTube every minute… that’s over 12 days. So there’s clearly no system that exists that can filter that volume of footage quick enough.
But, as with Google Safe Search, you can set up some level of Parental Controls. My view is that it’s a slippery slope (the platform is designed to keep offering up new videos) so treat YouTube with caution.
